Important AAPD Update on HHS and CDC Fluoride Policy Changes

As you likely have heard in the news, Robert F. Kennedy Jr. was in Utah yesterday (Monday, April 7, 2025) to celebrate the statewide water fluoridation ban, and meanwhile used that opportunity to announce the intentions of the U.S. Department of Health and Human Services (HHS) to direct the Centers for Disease Control and Prevention (CDC) to stop recommending fluoridated water. Additionally, the U.S. Environmental Protection Agency indicated they will follow suit with Secretary Kennedy’s directives. We are deeply concerned about the impact this will have on the oral health and overall health of children in the years to come. 

This was the first official HHS announcement on water fluoridation since Secretary Kennedy has been confirmed. The Secretary has indicated he will convene a committee to explore this issue. Given the nature of these announcements, it seems unlikely that this will be approached in an objective manner. This is particularly confusing given the DOGE cuts within HHS last week that resulted in the elimination of the entirety of the CDC Division of Oral Health – the area with the expertise and responsibility for activities in water fluoridation.

The Academy will not turn its back on science. There are decades of compelling, sound research to support the safety and efficacy of consuming fluoridated drinking water at the U.S. recommended levels. We are joined by our colleagues at the American Academy of Pediatrics (AAP), American Dental Association (ADA), and countless other partners in health care in affirming the safety and efficacy of community water fluoridation.

Decisions on water fluoridation have traditionally been left to local jurisdictions – municipalities and counties, most commonly. The Academy has been active in sharing its position and the wealth of research to support that position with communities considering cessation of fluoride, given recent media events.
